[shadow=red,left,300]West Yorkshire Police [/shadow]--------------------------------------------------------------------------------
The West Yorkshire "police" under their ridiculously named Chief Constable Colin CRAMPHORN are a disgrace.
I'm sickened and disgusted that they refuse to meet ELECTED BNP councillors and then ban a peaceful demo' designed to protect children. Personally I think attempting to reason with them is a complete waste of time. The only way we'll ever influence the West Yorks "police" is to mobilise public support on such a scale they CAN'T ignore it any longer. The BNP's "mass-postcard" protest is an excellent idea. These coppers and their New Labour masters are expecting us to get so angry at their actions that we start behaving like hooligans, and that's exactly what we're NOT going to do. We will succeed.
I've got a policy idea that would forever keep idiots like Cramphorn away from power. What we need (desperately) is the American system where police chiefs and "sheriffs" are subject to ELECTION by the people they police. If Cramphorn had to submit himself to election by the people of West Yorkshire he would never dare to allow muslim perverts free rein while banning Mums Against Paedophiles from peacefully protesting.

[shadow=red,left,300]West Yorkshire Police Authority forums. [/shadow]--------------------------------------------------------------------------------
I notice from the website of West Yorkshire Police that they have a statutory duty to consult with the local community. The website says:
"The potential value of community consultation emerged from Lord Scarman’s Inquiry into inner city disturbances in the early 1980’s."
"The subsequent Section 106 of the Police and Criminal Evidence Act 1984 (now repealed by Section 96 of the Police Act 1996) stated that arrangements shall be made in each police area for obtaining the views of local people about matters concerning local policing and to obtain their co-operation in the prevention of crime."
"As a result of the Act, the Authority established Police Community Forums, which exist today and there are presently 20 Forums throughout West Yorkshire."
"The requirement for Police Authorities to consult with the public is included in the following Acts
Section 7 of the Police Act 1996
Section 8 of the Police Act 1996
Section 6 of the Crime and Disorder Act 1998
Local Government Act 1999
Race Relations (Amendment) Act 2000"
They also have what they call a "Community engagement strategy" which involves setting up forums in various locations.
"In April 2004, West Yorkshire Police Authority approved a new Consultation Strategy which documented how the Authority intended to engage with communities and individuals served by West Yorkshire Police. In April 2005 this evolved into a Community Engagement Strategy, to complement the Neighbourhood Policing model being rolled out by West Yorkshire Police. The new Strategy has additional aims to improve awareness of the relevant agencies and the work being done to reduce crime and disorder, to increase participation by communities and to improve trust and confidence in the police."
"Community Engagement will enable the Police Authority to gather perceptions of how far the service presently being delivered meets the needs of these communities and individuals, and ways in which the service can be improved. Feedback is a vital part of this, so that people can see how their views feed into the various management processes. Effective two-way dialogue will lead to greater transparency and help manage expectations."
"The Strategy focusses on the need for the Police Authority to engage with a greater number of individuals and groups so that views obtained reflect the diverse population of West Yorkshire. It emphasises a partnership approach to consultation, through joint working and engaging with community and voluntary organisations. It also recognises the need to go to where people are, rather than holding open meetings."
These forums are, according to the site:
"(1) Open to all individuals and organisations having an interest in the policing of the area covered by the forum.
(2) Chair to be a member of the Police Authority.
(3) Police representatives to be determined by the Divisional Commander.
(4 - 8) Other points on conduct and frequency of meetings.
(9) Objectives - to provide an outlet for the public to express their views, appreciation, comments. complaints, and frustrations about policing matters."
INTERESTINGLY ALTHOUGH FORUMS EXIST TO COVER ALL OF WEST YORSHIRE, THE BRADFORD AREA IS FORUMLESS AT THE MOMENT. WYPA say:
"Bradford District
There are currently no Forums meeting in Bradford District, following a decision made during a review of consultation arrangements in 2001. The new Consultation Strategy, approved by the Police Authority in April 2004, required other forms of consultation to be established in Bradford. During March 2005 an initial meeting will take place with parish, town and city councillors in Bradford to re-establish consultation in the ditrict."
This could be an opportunity for the Party in West Yorkshire to demand the setting up of a forum and to demand consultation both at public level and, under the police's own statutes, at councillor level.
